The collection contains only Krueger's congressional papers, including bills, documents, reports, resolutions, correspondence, constituent newsletters and newspaper clippings. Krueger served on the House Appropriations Committee, the Committee on Government Operations, and the Committee on Agriculture. The major themes in the collection have to do with agricultural programs such as the Soil Bank Program, Rural Electrification Administration, the beginnings of air force bases in the state, the Garrison Dam and other water projects, veteran's affairs, McCarthyism (national security), and issues important to native Americans, particularly the Three Affiliated Tribes. Box 28 contains all bills introduced by Krueger.

Russian German who immigrated to North Dakota (1910), served in various Wells County and North Dakota State offices, and as Republican in U.S. House of Representatives (1953-1958). Otto Krueger was born Septermber 7, 1890 of German parents in southwest Russia. He graduated from high school at the head of his class, was approached to attend the military academy, but refused to swear allegiance to the Czar.
